Clash of Powers: How the Old and Incoming Coalitions Navigate Dutch Politics

by | Apr 11, 2024

As the Netherlands navigates the delicate balance of power between its outgoing and incoming governments, tensions simmer as conflicting agendas and shifting dynamics shape the political landscape. With the formation of a new coalition underway, comprised of the PVV, VVD, NSC, and BBB parties, the current demissionary cabinet, consisting of the VVD, D66, CDA, and CU, finds itself at odds with its potential successor.

One recent example of this clash emerged regarding the future of the public broadcasting system. The demissionary cabinet initially intended to extend the NPO’s license by two years, but faced opposition from the forming coalition, which seeks to enact earlier reforms. This difference in approach underscores the diverging priorities between the old and new guard.

The political landscape underwent a seismic shift following the November 22nd elections, resulting in new parliamentary majorities and a redefined power dynamic. The incoming coalition, emboldened by its majority in the Tweede Kamer (House of Representatives), has already challenged several initiatives championed by the outgoing government, including European nature restoration legislation and proposed legislation on multi-parenting.

Furthermore, the handling of critical issues such as the escalating asylum figures underscores the complexities of governance during a transition period. While demissionary officials continue to propose policies, they defer financial decisions to the incoming negotiators, straddling a fine line between continuity and deference.

Notably, the role of the VVD, the sole party from the demissionary cabinet involved in coalition negotiations, adds another layer of complexity. As discussions progress, questions arise regarding the party’s strategy in balancing its current and future commitments, leading to tensions among coalition partners and within the outgoing government.

The path forward remains uncertain, with the formation of a new cabinet progressing slowly under the guidance of informateurs Dijkgraaf and Van Zwol. While efforts to bridge the gap between the old and incoming coalitions continue, the prospect of further clashes looms large until a new government assumes office.

Amidst this intricate dance of power, the Dutch political landscape remains in flux, highlighting the challenges inherent in transitions of governance and the delicate interplay between continuity and change.
